What changed in the NFHS water polo rules for 2026-27 for officials of high school (grades 9-12) games? New rules on goalkeepers, shooting after fouls, out of bounds, exclusions, misconduct and penalty throws, plus the points of emphasis.
High school games played under NFHS rules use the NFHS 2026-27 and 2027-28 Water Polo Rules Book, a two-year book covering both seasons. It is published in print and through NFHS Digital.
Changes from the 2024-26 book that are still part of the rules include the goal area (1-6-1e) and the removal of the yellow-or-gold ball color requirement (1-16).
Only at the start. Under Rule 2-1-1 (changed for 2026-28; Rule 7-3-5 deleted):
From 2024-26 (Rule 2-1-2): only one capped goalkeeper may be in the field of play during live play. A player who enters during live play wearing an extra goalkeeper cap is an illegal player.
Two 2026-28 changes make direct scoring easier.
Ball outside 6 meters (Rule 4-22-1)
Free throw inside 6 meters (Rule 4-22-2)
Corner throws (4-22-1 NOTE)
Yes. Under Rules 4-7-1 and 4-13 (changed for 2026-28), either the offense or the defense may call a 30-second time-out after a goal is scored.
Previously, the team on defense could only call a full time-out after a goal, not a 30-second one. The defense can now call either.
New language for 2026-28 clarifies both:
Player location (Rule 6-1, 2026-28)
The goal area (Rule 1-6-1e, added 2024-26)
Playing in and around it (introduced 2024-26; these rules received editorial changes only for 2026-28)
Yes. Under Rules 6-10-1 and 6-10-2 (new language for 2026-28), a center facing or locked up with a defender may let go and attempt to play the ball while it is in the air, provided there is no push-off and no sinking of the defender.
This aligns the rules book with how the game is already officiated.
Under Rule 7-8 (clarified for 2026-28):
Related: Rule 7-3-1c now has notes defining "control of the ball", the concept behind judgments on fouls, advantage, exclusions and goalkeeper privileges.
Two 2026-28 rules cover this:
Voluntarily leaving the field of play (Rule 4-27)
Climbing out of the pool (Rule 7-2-4)
Under Rule 7-12-1 (new for 2026-28), a player who receives a second minor act of misconduct (MAM) in a game is excluded for the remainder of the game for misconduct.
Two changes for 2026-28:
Defenders' position (Rule 9-2)
Goalkeeper on the line (Rule 7-17)
If the defending goalkeeper fails to take the correct position on the goal line, or moves off the line before your whistle:
| Result of the shot | Ruling |
|---|---|
| Goal | Goal counts, no foul recorded against the goalkeeper |
| Missed or blocked | Goalkeeper is excluded for 20 seconds |
Previously there was no penalty for a goalkeeper jumping off the line; the throw was just retaken.
No. This is a 2026-28 NFHS point of emphasis.
In those cases, award an ordinary or exclusion foul to match the nature of the foul.
New Rule 8-2 notes also set criteria for judging a probable goal when an offensive player has the ball inside 6 meters in situations not otherwise covered by Rule 8.
Both are 2026-28 NFHS points of emphasis.
