What do I need to know as a technical official at Swimming South Africa galas for swimmers of all ages? Officiating roles, the Referee, timekeeping and official times, equipment failures, disqualifications, swimwear checks, weather and protests.
SSA applies the World Aquatics technical rules at national competitions. Those rules require the organiser to appoint enough officials to keep the competition fair, honest and safe. The roles are:
| Role | Main job |
|---|---|
| Referee | In charge of all officials; enforces the rules and makes disqualifications |
| Starter | Controls swimmers from the Referee's signal until the race starts, and gives the start |
| Chief Inspector of Turns | Makes sure the Inspectors of Turns do their duties |
| Inspectors of Turns | One per lane at each end; check starts, turns, finishes and relay take-offs |
| Judges of Stroke | On each side of the pool; check the stroke rules |
| Time each lane when automatic timing isn't available (two per lane) |
| Finish Judges | Decide placings, if appointed |
| Control Room Supervisor | Oversees automatic timing and relay take-off printouts |
| Chief Recorder and Recorder | Check results, manage withdrawals, records and scoring |
| Call Room Supervisor and Judges | Assemble swimmers and check swimwear and advertising |
The biggest meets also use video review judges, a resolution desk and warm-up supervisors. Each official makes decisions within their own role independently of the others.
Under World Aquatics rules (Part Two, Article 2.3), the Referee:
At SSA championships, the Referee also receives written protests and, in a dispute, the Referee's decision is final.
Under World Aquatics rules, each timekeeper times the swimmer in their assigned lane:
Without automatic or semi-automatic equipment, there are two timekeepers per lane. At SSA inter-club and provincial championships, clubs entering five or more swimmers must supply a trained timekeeper for every session.
When no automatic or semi-automatic equipment is used, two timekeepers time each swimmer to 1/100 of a second, and the official time is:
| What happened | Official time |
|---|---|
| Both watches recorded a time | The average of the two. If the average runs to thousandths, the last digit is dropped, not rounded (e.g. 1:05.235 becomes 1:05.23) |
| One watch failed | The time on the working watch |
| Both watches failed | No time; the swimmer may be offered a reswim |
The Referee then decides the winner and placings from the official times. Swimmers with equal times share the place. Each timekeeper must be appointed or approved by SSA (as the national federation) and use a watch certified as accurate.
Times and places from automatic equipment are presumed accurate and take precedence over hand times and finish judges. If the equipment fails to record a place or time for one or more swimmers, the Referee collects all automatic times and places, plus all timekeepers' and finish judges' records, and then:
Placings
Official times
The rules note that, unless video timing is used, a full team of timekeepers may still be needed even when automatic equipment is in use.
These roles are used when automatic timing isn't available (World Aquatics rules, Part Two, Article 2).
Chief Timekeeper
Finish Judges (if appointed)
When finish judges are used without automatic equipment, the Referee determines placings if necessary.
Under World Aquatics rules:
Inspectors of Turns
Judges of Stroke
Both report breaches to the Referee.
Under World Aquatics rules:
World Aquatics rules (applied by SSA at national competitions):
SSA advertising rules:
Where a call room is used, Call Room Judges report possible swimwear or advertising breaches to the Call Room Supervisor, who decides and reports any breach to the Referee.
Under World Aquatics rules (Part Two, Article 2), which SSA applies at national competitions:
Chief Recorder
Recorder
Control Room Supervisor
At SSA inter-club and provincial championships, each club or province must provide SSA-registered, trained officials for every session, based on the number of swimmers it enters:
| Swimmers entered | Officials per session |
|---|---|
| 1-4 | 1 judge per heats session |
| 5-10 | 1 judge and 1 timekeeper |
| 11 or more | At least 3: 2 judges and 1 timekeeper |
The officials' names must accompany the entries, or the entries aren't accepted. The penalty for each official not present is a R1,000 fine, and the club's or province's swimmers may be excluded.
