The CKC Code of Safety (1 April 2025) says flatwater athletes, including sprint paddlers, engaged in on-water or near-water activities should be able to swim at the level of the Lifesaving Society Swimmer Level 6 before taking part in water-related programs. If they cannot, they must wear a Government of Canada approved PFD, worn the way it is intended, during all on-water activity. Consideration should also be given to the clothing worn during activity.
Paddlers under 16 must wear a non-inflatable Government of Canada approved PFD on the water regardless (see the PFD question).
Parents or guardians of minors are responsible for choosing whether their child takes part, as the Code says they are ultimately responsible. Participants who fall in should leave their boat only if it improves their safety; if rescue is not close and the water is dangerously cold, they should swim to the nearest point of safety, because the loss of a craft is not worth the risk to personal safety.

Under the CKC Code of Safety (effective 1 April 2025), every coach, instructor or leader must:
Flatwater coaches and instructors must also wear a Government of Canada approved PFD at all times on the water. When coaching from a safety motorboat, they must make sure paddlers in formal training, final preparation or competition who are not wearing PFDs stay within 500 m of the boat, unless those paddlers carry a fitted lifejacket or PFD for each crew member and a sound-signalling device (plus a watertight flashlight after sunset, before sunrise or in restricted visibility).
