For coaches of Ontario Soccer U13 to U17 teams in the 2026 season, mainly the Ontario Player Development League (OPDL). Covers league streams, formats, rosters, playing up, transfers, recruitment, coach qualifications, Rowan's Law and discipline.
Ontario Soccer's Soccer for Life (S4L) stream has two outdoor leagues that start at U13:
The Ontario Player Development League (OPDL) is a high-performance youth training and competition program conducted and administered by Ontario Soccer, with U13 to U17 age groups played by Licence Holder clubs:

U14-U17 full-time (FT) players: a Licence Holder submits a list of a minimum of 14 and a maximum of 20 registered players per team. FT players are committed to the Licence Holder until the end of the OPDL season. Any player not submitted to theopdl.com is ineligible to play in OPDL matches.
U13: there are no full-time players, only a team placement. The Licence Holder keeps a player pool of at least 24 players, and the whole pool trains together under OPDL standards whatever game day destination (OPDL, IModel or District) each player has. The U13 OPDL game day roster is a maximum of 18 and a minimum of 12 players (14 recommended), picked from the pool. A U12 player needs fast tracking to take part in U13 OPDL.
Developmental Players (DP): they train regularly with the OPDL team but play regularly with a regional team. For 2026 they are players born 2012 (U14), 2011 (U15), 2010 (U16) and 2009 (U17) registered with a regional team of that age group.

Playing Up Permits (PuP): up to four can be issued for an OPDL game through the OPDL League Management System. Eligible players are:
The Licence Holder's Technical Director issues permits according to the player's developmental stage. A player on a permit is bound by all OPDL policies for games, training and associated activities. Developmental players cannot play under a PuP. For U13, a maximum of 3 permits per season per player applies.
Full-time play up or down: the decision must come from a technical assessment by both the Head Coach and the Technical Director, using the OPDL Player Evaluation Form, and be approved by the OPDL through the online request form. A team cannot have more than 3 full-time play-up or play-down players on its roster for the season. A player without an approved Player Movement Evaluation is ineligible for OPDL matches.
Playing time limit over any 48 hours:
Going over can be treated as non-compliance code 2.3 at the OPDL's sole discretion. For U13 there is also a minimum playing time of 20 minutes per game.

No. Active recruitment or solicitation of existing OPDL players is prohibited at any time, and so is any attempt to contact, entice or recruit players, coaches or staff from another OPDL Licence Holder. Licence Holders are responsible for the conduct of their staff, players and parents, and fee discounting as a way of indirect recruitment is also prohibited.
Improper recruitment leads to disciplinary action and a fine (Type 1 non-compliance).
