How do I apply USTA regulations as a roving or chair official at a junior tournament (divisions 18 and under)? Point Penalty System, time and lateness penalties, medical time-outs, suspensions, defaults and appeals.
The Point Penalty System applies to the warm-up and the match in every sanctioned tournament. It doesn't apply to Red Ball Net Generation programs, and applies to Orange, Green and Yellow Ball Net Generation programs only when the section authorizes it (USTA Reg. IV.D.1).
Code violations (Table 14):
Misconduct includes visible or audible profanity or obscenity; abuse of racket, balls or equipment; verbal or physical abuse; audible or visible coaching; abusive conduct by a person associated with a player; retaliatory calls; failure to follow an official's instructions; leaving the playing area without authorization; and violating any USTA tournament regulation.
Delay code violations include not resuming within 30 seconds after a medical or bleeding time-out, delay from obvious cramping after a cramping time-out has been used, not playing within 25 seconds of being directed to resume, and getting a replacement racket that isn't on court.
A single flagrant act by a player or someone associated with them may result in immediate default (Reg. IV.D.7).
Time limits (ITF Rule 29): 25 seconds between points; 90 seconds at a changeover; 120 seconds at a set break; warm-up 5 minutes unless the event decides otherwise. When practical with a certified official directly observing the match, the 25 seconds runs from the moment the ball goes out of play until it's struck (USTA Reg. IV.D.5). The 25-second limit doesn't apply when a player has to chase a stray ball (USTA Comment 29.1).
Penalties (Table 15), for delay between points or after warm-up, and for exceeding the changeover, set break or 3-minute rest:
Players with a medical condition may "buy time" with penalties, except during the warm-up (Reg. IV.D.12).
When a player is late and any court is available, the Referee starts the lateness clock; a court doesn't have to be held open. A player hasn't arrived until checked in at the designated place, properly dressed, equipped and ready; a doubles team hasn't arrived until both partners have (Table 16).
| Late by | Best-of-three (incl. match tiebreak) and pro sets of 7+ games | Short sets and pro sets of 6 or fewer games |
|---|---|---|
| 5 minutes or less | Loss of toss + 1 game | Loss of toss + 1 game |
| 5:01 to 10 minutes | Loss of toss + 2 games | Loss of toss + 1 game and 2 points |
| 10:01 to 15 minutes | Loss of toss + 3 games | Loss of toss + 2 games |
| More than 15 minutes | Default | Default |
A player may request a medical time-out from any official at any time during the match or warm-up (USTA Reg. III.F.5). Under Table 13:
| Qualified medical person available | None available | |
|---|---|---|
| Evaluation begins | When they arrive at the court | After you explain the rule and supplies are brought |
| Treatment time | Up to 3 minutes, including deciding whether the player can continue | Same |
| Who treats | Qualified medical person or trainer | Anyone the player chooses; you may provide supplies |
| Maximum total time | 15 minutes, however many conditions are treated | Same |
Bleeding time-out (USTA Reg. III.F.2; Table 13):
Toilet/change of attire break (Reg. III.G; Table 13):
No coaching during either type of break.
In USTA sanctioned play, outside of specified team events, coaching is not allowed (USTA Comment 30.2; Reg. IV.C.10):
Coaching is allowed during a 3- or 10-minute rest period, and during a suspension of play in which players leave the playing area. A temporary interruption where players stay on court isn't a suspension for this purpose.
Players may read notes prepared before the match, but may not receive information on phones, smartwatches or similar devices on court (Comment 30.1).
"Audible or visible coaching" is a code violation under the Point Penalty System (Table 14), charged to the player: point, game, default.
The Referee, Deputy Referee, Chair Umpire or Roving Umpire may default a player for cause, including tardiness and misconduct (such as failing to follow an official's instructions) (USTA Reg. IV.E.1).
Appeals:
Nothing in the Point Penalty System prevents later fines, suspensions or other discipline by the governing body (Reg. IV.D.18).
Boys' and Girls' 12 to 16 divisions (USTA Table 12):
| Format | After the second set |
|---|---|
| Best of three full sets | Mandatory 10-minute rest; only a mandatory 3-minute rest if play was suspended 10 minutes or more during the second set |
| Match tiebreak in lieu of the third set | Mandatory 3-minute rest |
Other set breaks are a maximum of 2 minutes.
