What do I need to know to coach Under 7 to Under 16 mini or junior rugby in Wales? Qualifications, DBS and registration, Pathway Laws for each age group, age bands, game time, festivals, discipline and concussion.
You must hold the mandatory WRU qualification for your age group before you coach it. The aspiring qualification is the WRU's recommended next step.

|---|---|---|
| U7 to U8 | Tag (WRU Tag Leaders Award) | Coaching Early Contact |
| U9 to U11 | Coaching Early Contact | Level 1 |

Referees also need a qualification:
Yes. Under WRU regulations:
The WRU requires all affiliated clubs to adopt and implement its Safeguarding Policies and Procedures, including safeguarding training for volunteers and a way to report concerns. Safeguarding incidents must be reported through the correct channels.
Age group: a player's age group is set by their age on 1 September at the start of the season. In the mixed and male pathway, players play in their own age band, which follows their academic school year. Players can register from age 6.
Mixed and male pathway:
Playing down isn't allowed in any circumstances, in the male, mixed or female pathway.
Girls' pathway: girls play in two-year bands, with no exceptions for playing outside them:

Up to U11, a girl can play in both the mixed and the girls-only pathway in the same season (dual registration). She follows the Pathway Laws of whichever club or hub she's playing for at the time.

Other points:
U14 to U16 scrums:
Half a Game (rule): every club and girls' hub must pledge at least half a game of rugby to every mini and junior player every weekend. The aim is equal playing opportunities, with the focus on participating rather than on results. A squad extension application even has to show how the extra players will get enough game time.
Recommended playing time (guideline): following World Rugby recommendations, the WRU recommends for mini and junior players:
Squad size: the recommended squad size is 25. A squad can grow to 30 by adding players who are new to the game, and needs a WRU squad extension to go beyond 30.
No. Under WRU regulations, all mini age groups (U7 to U11) must be titled and run as festivals only. Mini festivals must not have outright winners and must not keep scores. Participation medals are allowed but not required.
To host any festival, tournament or event, a club or girls' hub must apply for WRU permission and show that:
Other fixture rules:
Clubs, hubs and schools are responsible for the behaviour of their players, coaches, officials and supporters during and after matches.
The WRU follows the UK Government's UK Concussion Guidelines for Grassroots Sport (April 2023). Their rule is "If in doubt, sit them out."
Before the WRU will sanction any games for a new team:
Each team must have:
The club or hub must also show it has suitable facilities, then apply to its WRU area General Manager for sanctioning.
Once sanctioned, the team serves a three-month in-season probationary period with no transfers in. After that it follows the normal limit of 3 transfers per age group per season.
