For golf rules officials and aspiring referees in Canada, 2026 Golf Canada Rules Education program (Levels 1 to 3). Covers the certification pathway, exams, recertification, Referee School and the committee and study resources.
Golf Canada has used the R&A's Rules Education system since 2019, as part of the Rules Modernization Initiative. The page names Argentina, Australia, New Zealand and South Africa as using the same exams and designations. The program has three tiers (it replaced an earlier four-level structure):
Each level's requirements are in the questions below. Source: https://www.golfcanada.ca/become-a-rules-official/
Level 1 is the introductory online level. It covers etiquette, key definitions and common on-course situations. Learners answer summary questions after each section, then take the online certification exam.
Level 2 is delivered by the provincial golf associations (PAs). It covers the more important playing rules in detail, plus on-course demonstrations, for people involved in or wanting to be involved in tournament administration.
Level 3 is an eight-week online seminar run by Golf Canada, for experienced Referees seeking higher technical and practical knowledge.
Yes, in these ways:
Referee School is made up of regional, in-person workshops for provincially and nationally certified Referees of all experience levels. Participants get hands-on experience with the duties of a Tournament Rules Chair by setting up a championship course.
Golf Canada's Rules page links a Committee Toolkit for people preparing courses and running competitions, including a Local Rules Creator and short-form local rules, at https://www.randa.org/rog/committee-procedures.
The Committee Procedures page describes itself as practical guidance for those running day-to-day play at golf courses, covering general play and competitions. It says Section 8 provides Model Local Rules that the Committee can adopt to meet local needs.
