Under sections 17 and 18 of the Cycling SA Road Cycling Handbook 2026:
Who can ride: National Classics (Category A) and Regional Mass Participation events (Categories B to D) are open to:
- Full Racing Licence holders;
- Cycling SA members, who are seeded;
- non-members on a temporary or day membership.
At National Classics, veterans with a Full Racing Licence get preferential seeding in their age categories. At regional mass participation events they don't.
Racing groups:
| Group | Who may enter |
|---|---|
| Elite and U23 men | Elite and U23 licence holders, plus Juniors with a Full Racing Licence. Maximum 6 riders per club or team. If juniors are included, the race may not exceed 140 km, and prize money must be paid to the first 3 juniors |
| Junior | Riders with a UCI-recognised Junior licence. May be combined with Elite/U23 |
| Women | Women with a Full Racing Licence, or a qualifying seeding index |
| Veteran men and women | Riders with at least a membership licence. Men race in 5- or 10-year groups depending on entries. Women race in combined groups covering 5 to 20 years. Seeding may use the timing company's or the National Seeding Index |
| Under 17 and youth | A separate U17 race should be held wherever possible, either on the route within the distance limits or as a separate criterium |
Day membership holders can't race for prize money or in the specified age categories at A, B or C category events (section 9.7.4).
Club and community fun or training races (E category, up to 200 riders): Full Racing Licence holders may ride, but not as teams or with team managers unless the President Commissaire agrees.
