Two layers apply:
- The Laws of the Sport of Bowls, Crystal Mark Fourth Edition, written by World Bowls. They were approved at the World Bowls Council meeting in August 2022 and have applied to outdoor play in England since 1 April 2023. The Laws allow national bodies to add their own domestic regulations.
- Bowls England's Rules and Regulations 50-70 for its national competitions. The 2026 edition was issued on 1 March 2026 and last updated in August 2026. It covers the national championships, inter-club and inter-county competitions, dress code, bowls stamps and sanctions, and says these competitions are played under the current Laws of the Sport.
County associations, leagues and clubs can add their own competition rules (for example on dress, start times or formats) for events they run, within the Laws.
