USTA regulations require modified balls and courts only for the younger divisions in sanctioned tournaments (USTA Reg. VI.B, VI.C):

The 12 and under division isn't one of the divisions required to use red, orange or green balls.
The ball must be on the USTA approved ball list, and the tournament chooses the type of ball (Reg. I.F). Shoes must not mark or damage the court (Reg. IV.C.3).
