What should I know as the parent of a USA Gymnastics Women's Development Program gymnast (Levels 1-10, ages 4 and up)? Levels and ages, watching practice, meet attire, spectator rules, scores, injuries and safety.
The Women's Development Program (formerly Junior Olympic or "JO") has three stages:
| Stage | Levels | What it is |
|---|---|---|
| Developmental | 1-3 | Can be a non-competitive, achievement-based program (often pre-team), or an introductory recreational competition. Some states run Level 1-3 meets and State Championships |
| Compulsory | 4-5 | Set routines, building on the previous level, competing up to State Championships |
| Optional | 6-10 | Individual routines. Levels 6-9 have skill restrictions; Level 10 has none |
Minimum ages (she must have reached this birthday before competing in any sanctioned meet at that level):
| Level | Minimum age |
|---|
| 1 | 4 |
| 2 | 5 |
| 3 | 6 |
| 4-7 | 7 |
| 8-9 | 8 |
| 10 | 9 |
In Levels 1-3, a gymnast enters at the level set by her age but may work on events and skills at different levels.
From Level 4 up, she moves up one level at a time by scoring the mobility score (an all-around total) at a live USA Gymnastics sanctioned meet. Levels 1-3 have no mobility score.
| Level | Score to move up |
|---|---|
| 4 | 34.00 (two 36.00s let her skip Level 5) |
| 5 | 32.00 (lets her skip Level 6 if wanted) |
| 6 | 32.00 |
| 7 | 32.00 |
| 8 | 34.00 |
| 9 | 34.00 |
Things to know:
Yes. USA Gymnastics member clubs must give parents and guardians access to practice and training sessions, for both recreational classes and team programs.
Yes. Under the USA Gymnastics Safety & Response Policy, every individual training session between an adult and a minor athlete must meet all three of these:
Limited exceptions apply, for example when the coach is also the athlete's parent (dual relationship), close-in-age situations, or emergencies.
After one warning, each attire infraction costs 0.20.

Prohibited at every USA Gymnastics sanctioned event:
Gymnasts must eat and drink outside the competition area (water is allowed), change only in designated areas, and stay in the field of play or their assigned spectator space during the event.
Your child's coach. Coaches are required to tell gymnasts and parents to bring concerns to them, and only the coach can act on a score:
Score questions go through the coach, not to the judges. Even coaches may not approach a judge directly, and spectators may not disturb the competitors or officials. Gymnasts are expected to accept their score without criticism or comment.
Coaches must also keep you informed of all competitive requirements and your gymnast's rights and obligations.
Minimum medical coverage at sanctioned meets:
| Levels | Risk level | Medical staff required |
|---|---|---|
| 1-3 | Low | None. The coach or Meet Director should be comfortable with basic first aid |
| 4-7 | Moderate | 1 medical professional with first aid training (nurse, PT, athletic trainer, MD/DO, EMT, paramedic) per 100 athletes competing at once, and at least 1 per venue |
| 8-10 | High | 1 qualified provider (e.g. certified athletic trainer, EMT, paramedic, sports medicine physician, sports-certified PT) per 64 athletes competing at once, and at least 1 per venue, during warm-up and competition |
At an in-gym meet where every athlete is from the host club, medical coverage is recommended but not required. Once athletes from another club take part, the coverage above is required.

Age groups
Minimum awards, Levels 5-10 (Meet Directors may give more, but not fewer):
| Gymnasts in age division | All-around places | Event places |
|---|---|---|
| 1 | 1st only | None |
| 2 | 1-2 | 1st on each event |
| 3-5 | 1-3 | 1st on each event |
| 6-10 | 1-4 | 1st on each event |
| 11-20 | 1-6 | 1-3 |
| 21-50 | 1-6 | 1-6 |
| 51 or more | 1-10 | 1-10 |
For Levels 1-4, the state committee decides whether awards are for achievement, placement or both.
Ties: tied gymnasts are announced as tied, and duplicate awards are strongly recommended. Without duplicates, the all-around tie goes to the higher single-event score (then second-highest, then third, then Chief Judge scores, then a coin flip), and an event tie goes to the higher all-around. The next place is skipped. Remaining tied gymnasts should be mailed a duplicate award within one month, free.
To compete, your gymnast must:
Free SafeSport courses from the U.S. Center for SafeSport:
| Course | For | Notes |
|---|---|---|
| Parent's Guide to Misconduct in Sport | Parents | Strongly encouraged by USA Gymnastics |
| SafeSport for Kids | Ages 5-12 | Parental consent needed. Parents should take it alongside their child |
| SafeSport for Youth Athletes | Ages 13-17 | Parental consent needed |
Coaches (including recreational coaches), club staff, judges, meet directors and other adults with regular contact with minor athletes must complete SafeSport training and a background screening. Background screenings must be refreshed every two years.
