- Referee (Rule 20.2a): an official named by the Committee to decide questions of fact and apply the Rules. Players must follow the ruling and have no right to appeal it to the Committee. The referee may get the Committee's help beforehand, and afterward may get a second opinion or refer the ruling for review, but isn't required to. If a referee authorizes a breach in error, the player isn't penalized.
- Committee (Rule 20.2b): rules when there's no referee or a referee refers the issue. Its ruling is final.
- Video evidence (Rule 20.2c): disregard video that shows facts that couldn't reasonably be seen with the naked eye, unless the player was otherwise aware of the breach.
- Situations not covered by the Rules (Rule 20.3): decide them considering all circumstances, in a way that's reasonable, fair and consistent with similar situations under the Rules.
The "Rules" for your event are Rules 1 to 25, the definitions, and any Local Rules you adopt; players must also follow your Terms of the Competition (Rule 1.3a).
