Working or volunteering in a regulated activity without a WWVP registration is an offence. Penalties can include fines of up to $7,000 and/or up to 2 years' imprisonment.
Organisations are expected to check that a role needs registration before asking someone to apply, and to confirm each person's registration is current. Registration is not an employment or character check, and not having one does not stop you working in roles that are not regulated.
