Control commission is the administration centre and launch control, based near the boat launching area. All crews must report to it before launching. Under Rule 12.4 it:
- Records all crew changes and withdrawals.
- Weighs coxswains and lightweight rowers, using tested scales reading to 0.1 kg, between one and two hours before their first race each day.
- Checks the coxswain's deadweight before and after the race.
- Checks crew composition, and substitutes after the first heat (only for serious illness or injury, with a medical certificate).
- Checks boats and equipment: safety requirements (bow ball, quick-release foot restraints), correct bow numbers, unauthorised equipment, and whether boats, blades and racing uniforms are registered and conform.
- Tells crews drawn for random boat weighing as they leave the water and accompanies them to the scales. Nothing may be added to the boat before weighing.
- Takes rowers selected for doping control to the SAIDS officials as soon as they get out of the boat.
- Receives notice from the club representative of any rower's medical condition, and passes it on to the race umpire.
Underweight boats: if a boat weighs in light, the scales are tested in front of the crew representative and the boat is weighed again, and the second result stands. A crew that raced underweight is relegated to last in that race, and excluded if it happens again in a later round of the same event.
