President of the Jury (Rule 12.2):
- Allocates and supervises officials' duties.
- Manages the regatta, making sure it is safe and the rules are applied consistently.
- Coordinates the jury, the organising committee and the safety personnel.
- Convenes jury meetings and chairs protest hearings, and sits on the fairness committee.
- Closes the course to training and other boats 30 minutes before the first race of the day, and may reopen it 30 minutes after the last race if it is safe.
- Writes and signs a regatta report (safety incidents, protests, commentary) within two weeks. For national championship and national regattas it goes to SAROC. For local regattas it goes to the controlling constituent member, with a copy to SAROC.
The jury (Rule 12.3)
- Members: the President of the Jury, the technical delegate (where applicable), two officials chosen by the President, and a representative of the controlling authority. At national championship and national regattas, the officials must be national umpires or national officials.
- Makes sure the regatta runs under the Rules of Racing and any SAROC-approved changes published in the regatta notice. Rowers' safety is always its prime concern.
- Decides protests. Any jury member involved in the dispute is replaced for that protest.
- Stays in attendance throughout the regatta.
Adverse weather: at local and local championship regattas, the President of the Jury (after consulting the jury and the organising committee chair) may change the programme. At national and national championship regattas, the fairness committee does this.
