Rule 90 says the Jury is a group of accredited RA Umpires responsible for making sure the regatta is run under the Rules of Racing, related By-Laws and Event Regulations. Under Appendix 13 it consists of:
- President of the Jury
- Starter
- Judge at the Start
- Umpires
- Judges at the Finish, one of whom is the Senior Judge
- Members of the Control Commission, one of whom is the senior member
The President of the Jury, Starter, Judge at the Start, Umpires, Senior Judge at the Finish and senior Control Commission member must each hold an RA Umpire's licence. At RA regattas the Board of RA appoints the Jury in consultation with the RA Umpires Committee.
Key roles:
- The President allots duties, supervises the Jury and coordinates with the Technical Delegate and Organising Committee (Rule 92).
- The Board of the Jury is the President plus two other Jury members named each day before racing and displayed on the notice boards. It decides protests, and anyone directly involved in the dispute is replaced by one of three nominated substitutes (Rule 94).
- The Jury's primary concern is the safety of rowers (Rule 91).
Clothing: the Jury in principle wears the prescribed clothing (RA umpires top, event-specific top, hat, RA umpires jacket, neutral pants or shorts), free of club, school or state markings. In wet weather it may wear blue or navy waterproofs.
