When is a penalty released early after a goal?

If the opposing team scores while a team is short-handed by one or more minor or bench minor penalties, the first of those penalties is automatically terminated (Rule 7.2.4). Short-handed means the team is below the numerical strength of its opponents on the floor when the goal is scored, so coincidental minors to both teams do not make either side short-handed.
Check two things (Rule 7.2.5): is the team scored against short-handed, and is it serving a minor on the clock? If both are yes, the minor with the least time remaining is released, except when coincidental penalties are being served. If two minors on the same team end at the same time, the captain tells the official which player returns first, and the official instructs the penalty timekeeper.
For a major (Rule 7.3.1), if two power-play goals are scored on the penalized team it may put a player back on the floor to return to even strength, but the offender serves the full 5 minutes. For a match penalty, the substitute is released on expiry of the full time, at the next non-technical stoppage, or if three goals are scored on the match penalty (Rule 7.6.1).
