No. Under the National Code of Conduct and Ethics (clause 2.9), a Constituent (which includes a Club, Player or Official) must not directly or indirectly participate in any Bet on, or connected to, a Match, Competition or related football activity. That includes soliciting, inducing, requesting, encouraging, facilitating or authorising another person to bet, whether or not the Constituent benefits. For this clause, "Match" and "Competition" include those sanctioned by Football Australia (FA) or a State Member Body, and those sanctioned by FIFA, the AFC or any other governing body.
Other related rules in the Code:
- A Constituent must not influence or manipulate the course, result or any other aspect of a Match or Competition for an improper purpose, or conspire or attempt to do so (clause 2.10).
- A Constituent must not use Inside Information for betting, or disclose it where it may be used for betting or for a Benefit (clause 2.11).
- A Constituent must not offer, request or accept a Benefit to violate their duties (clause 2.8).
- If anyone approaches a Constituent, directly or indirectly, to influence the outcome or conduct of a Match, the Constituent must immediately report it to the FA Integrity Department, and must also report an approach made to someone else once they become aware of it (clause 4.1).
Attempts, and helping to cover up another person's misconduct, are treated as misconduct too (clause 3).
