Under Article 102.13:
- Judges take jurisdiction over swimmers immediately after the race has begun. In 2026, Stroke and Turn Judges also share responsibility with the Starter for enforcing the starting position (101.1.2E).
- Stroke judges work both sides of the pool, ideally walking slightly behind the swimmers. In freestyle events they may leave poolside at the Referee's discretion. They make sure the rules for the designated stroke are followed.
- Turn judges work both ends. They check that the swimmer follows the rules for the stroke after the start, and at each turn and the finish.
- Before the session, the Referee sets each judge's area of responsibility, which may be joint or overlapping, so every swimmer gets fair and uniform judging.
- At smaller meets, one person may act as stroke and turn judge for an assigned area.
A Chief Judge, if appointed, assigns and supervises judges and may report their decisions to the Referee.
