Rest is set by the pitch count at the first pitch to that batter, not the final total. Little League's rule: "A pitcher's pitch count for the purposes of day(s) rest threshold is determined by the first pitch thrown to a batter."
Example: a pitcher's first pitch to their last batter is pitch number 35, and they finish that batter on pitch 39. Thirty-five falls in the 21-35 band, so they need one day of rest, not two.
Record the pitch number at the start of each at-bat so you can work this out. At the daily maximum, a pitcher may finish the current batter but can't start a new one.
