Yes. Unless the course is closed to traffic:
- Center line rule: stay to the right of the center line (or the enforcement line the officials set). Crossing it by accident usually gets a warning. Crossing it to gain places can mean relegation or disqualification, and a dangerous move can lead to suspension.
- Rules of the road: you are responsible for obeying local traffic laws where the race is held.
- Sidewalks and bike paths: you may not use sidewalks, paths or cycle lanes that aren't part of the course (relegation and/or a fine).
- Closed crossings: you may never cross a closed railroad crossing or any other official road closure. The penalty is disqualification.
At road national championships, courses for the 11-14 age group must be fully closed to traffic.
