Throw-ins (Law 15) and goal kicks (Law 16):
- If a player is unfairly delaying the restart for their team, whistle and signal the start of a five-second countdown.
- Count down visibly with a raised hand.
- Throw-in not taken in time: award the throw-in to the opposing team.
- Goal kick not taken in time: award a corner kick to the opposing team.
- Caution the offending player only if they then excessively delay the restart you've awarded to the opponents.
Goalkeeper holding the ball (Law 12):
- A goalkeeper who controls the ball with their hands or arms inside their penalty area for more than eight seconds concedes a corner kick.
- You decide when control begins. That includes holding the ball in an outstretched hand, or bouncing or throwing it in the air.
- Count down the last five seconds with a raised hand.
- A goalkeeper in control of the ball with their hands can't be challenged.
