How do two referees share decisions, and what if we whistle different fouls at once?

- Referees
Under World Aquatics rules (Part Six, Articles 3.6 and 3.8):
- The referees are jointly in absolute control. Each has full, equal and overriding authority, observes the whole match, and may make any decision anywhere in the field of play.
- You may consult the other referee or any official if you think it helps (for example they had a better view), but you don't have to.
- If you make conflicting decisions, consult and give a joint decision.
Simultaneous fouls for opposing teams (if no joint decision is reached):
| Calls | Result |
|---|---|
| Ordinary foul v ordinary foul | Neutral throw |
| Ordinary foul v exclusion or penalty foul | The exclusion or penalty foul stands |
| Exclusion foul v penalty foul | The penalty foul stands |
| Goal throw v corner throw | Corner throw |
| Exclusion v exclusion | Both players excluded; free throw to the team that had the ball, shot clock not reset (neutral throw and clock reset if neither had it) |
| Penalty v penalty | Each team takes one; the team in (or last in) possession shoots first, then a free throw on or behind halfway to that team with 28 seconds |
Simultaneous fouls for the same team: two ordinary fouls give a free throw from the ball's position; otherwise the more serious foul (exclusion over ordinary, penalty over exclusion, corner over goal throw) stands.
