Three on-floor officials control the game, and one is designated the Head Official (Rule 4.1.4). Their duties are equal in all respects except that in any dispute the Head Official's decision is final; the Head Official may consult the other officials first. The Head Official has general supervision of the game and full control of the game officials, minor officials, players and non-playing team personnel, including during stoppages (Rule 4.1.5).
The crew is appointed by the league, tournament or event administrator, sport governing body or their delegate (Rule 4.1.1). Officials remain on the floor until all players have gone to their locker rooms at halftime and at the end of the game, unless they have reason to believe there is potential for a confrontation with the crew.
Where kit is not provided, officials wear a black and white vertically striped shirt (long or short sleeve), black long trousers or shorts with black socks, a black belt, black athletic shoes and a black helmet with visor (Rule 4.1.3).
