How do I referee mini-soccer and youth football (Under 7 to Under 18) in England in 2026/27? Format changes by age, heading, retreat lines, sin bins, abuse, reporting misconduct, concussion and who can referee.
Youth matches follow the IFAB Laws of the Game, except that mini-soccer follows The FA's Mini-Soccer Handbook and 9v9 follows The FA's Guide to 9v9 Football. The FA's Standard Code of Rules (2026/27, after the FutureFit changes) sets these by age group:
| U7 | U8-U9 | U10-U11 | U12-U13 | U14+ | |
|---|---|---|---|---|---|
| Max format | 3v3 | 5v5 | 7v7 | 9v9 | 11v11 |
| Ball | 3 | 3 | 3 | 4 | 5 |

| Power Play (optional) | No | Yes | Yes | No | No |
| Back-pass rule | No | Yes | Yes | Yes | Yes |
| Substitutions | None | Rolling | Rolling | Rolling | Rolling |
In 3v3, every restart (sideline, goal line, corner, free kick) is a pass-in or dribble-in, and there are no penalty kicks.
Deliberate heading is an offence in all Under 7 to Under 11 matches in grassroots football (FA Rule O, the IFAB heading trial). Rule O requires match officials to make sure it's applied.
Deliberate heading is allowed in matches from Under 12 upwards. Rule O doesn't apply to Premier League, EFL, WSL or WSL2 club teams at these ages unless they opt in.
These apply from Under 7 to Under 11 (The FA's Mini-Soccer Handbook 2026/27).
Retreat line
Pass-in or dribble-in (instead of a throw-in)
Power Play (only if the league has adopted it; 5v5 and 7v7 only)
Other mini-soccer points: no offside; all free kicks direct except for deliberate headers; opponents 5 yards from free kicks and corners; no goal direct from a kick-off or dropped ball; the goalkeeper can't handle a deliberate kick from a team-mate (free kick on the nearest penalty-area line). Explain your decisions so the players learn.
Maximum match lengths from The FA's Standard Code of Rules (2026/27):
| Age group | Format | Max per game | Max per player per day |
|---|---|---|---|
| Under 7 | 3v3 | 10 minutes | 60 minutes |
| Under 8-Under 9 | 5v5 | 40 minutes | 60 minutes |
| Under 10-Under 11 | 7v7 | 50 minutes | 90 minutes |
| Under 12-Under 13 | 9v9 | 60 minutes | 120 minutes |
| Under 14-Under 15 | 11v11 | 70 minutes | 150 minutes |
| Under 16 | 11v11 | 80 minutes | 150 minutes |
| Under 17-Under 18 | 11v11 | 90 minutes | 180 minutes |
Under The FA's Standard Code of Rules (2026/27):
| Age group | Substitutions |
|---|---|
| Under 7 (3v3) | None: everyone plays |
| Under 8-Under 11 (mini-soccer) | Any number, at any time, with your permission, entering only at a stoppage. Substituted players can return. Matchday squad no more than double the team size (10 for 5v5, 14 for 7v7). |
| Under 11-Under 18 (where the league allows return substitutes) | Up to 3 to 7 substitutes, as set by the league. A substituted player becomes a substitute and can replace any player, following Law 3. |
| Under 17-Under 18 (where the league doesn't allow return substitutes) | The league sets how many can be named (3-7) and used (3-7). |
Appointments and age limits (FA Standard Code of Rules for youth competitions):
DBS: The FA lists referees in under-18 football among the roles that need an FA-accepted DBS Enhanced Criminal Record Check with Children's Barred List if aged 16 or over, issued within the last three years.
Sin bins (temporary dismissals) are used throughout grassroots football in England, including youth football: up to Step 5 of the National League System and Tier 3 and below in women's football.
There's no limit on how many players can be sin-binned at once. In 11v11, if a team drops below 7 players the match is abandoned.
Misconduct (FA Disciplinary Regulations, 2026/27):
Match report to the league (Standard Code of Rules):
Referee marks: each club marks the referee after every league match, and the league passes a summary to the County FA.
In youth football, County FAs bill caution and sending-off fees through the player's club; players under 18 are not fined by the league.
Coaches and other team officials: under the Laws of the Game you can caution (yellow card) or send off (red card) a team official for irresponsible behaviour. If you can't identify who did it, the senior coach in the technical area gets the sanction. A sent-off official must leave the field of play and its surroundings.
Parents and spectators: cards are only for players, substitutes and team officials, but:
Reporting: report any sent-off team official and any extraordinary incident (including abuse from spectators or an abandonment) to the County FA within two days of the match (Sundays excluded).
The FA's Respect code states that any physical assault on a match official will result in a lengthy or permanent exclusion from football and possibly a criminal prosecution.
The FA's concussion guidelines apply at every level: If in doubt, sit them out.
Under the Laws of the Game, stop play for a serious injury and make sure the player leaves the field. A concussed player can't return to matches before day 21 under the graduated return-to-play programme.
Minimum players for a youth or mini-soccer league match (FA Standard Code of Rules):
| Format | Minimum players |
|---|---|
| 3v3 | 2 |
| 5v5 | 4 |
| 7v7 | 5 |
| 9v9 | 6 |
| 11v11 | 7 |
Kit checks
The FA expects referees to allow clothing worn as a requirement of a player's faith.
Under The FA's Standard Code of Rules for youth competitions, the appointed referee decides whether the ground is fit for a league match, and that decision is final. The only exception is when the local authority or the ground's owners have decided the pitch can't be used: their decision must be accepted.
