The Hockey Canada Officiating Pathway says:
- Level 2 to Level 3: advancement is a decision made by the Member officiating development program. It may follow the Member and local hockey association identifying that the official meets or exceeds Level 2 performance levels, which may be done through on-ice evaluations and performance. The Member program recommends the official, and officials who feel ready may also ask through their local referee-in-chief or the Member program.
- Member High Performance (MHP): entry is by invitation from the Member officiating development program. To certify, officials must attend an MHP camp, score at least 85% on the written exam, meet the skating and fitness assessments, and complete an in-game evaluation by a Member officiating coach or supervisor.
- National High Performance (NHP): selection begins with a nomination from the Member officiating development program. Hockey Canada Officiating Program leadership reviews the nominations to check minimum qualifications and standards, then the Hockey Canada referee-in-chief and a national officiating advisory committee consider nominated officials for invitation to the national certification seminar.
