You're expected to submit every acceptable score (Rule 1.3). If you don't, the Handicap Committee decides whether your reason was justified (Rule 7.1b):
- Justified (for example, sudden injury, illness or emergency during the round): the score isn't posted.
- Not justified (for example, forgetting, or trying to keep your Handicap Index from going down or up):
- If your actual score can be found, it's posted.
- If it can't, a penalty score should be applied, at a value suited to the circumstances.
- If the Committee concludes you held back the score to gain an unfair advantage, it should consider an additional penalty score.
The Handicap Committee can also review and adjust a player's Handicap Index (Rule 7.1a).
