Does my child have to play in the Minors before moving up to Majors?

No. There's no rule that a player must spend any number of years in the Minor League before being selected for a Major Division team. Selection to Majors is done by the local league, and players who aren't selected play in the Minors, which is meant to prepare them for Majors.
