Only the Competition Committee can cancel, postpone or relocate part or all of a carnival: the Manual says the sole responsibility rests with the Competition Committee, advised by the Safety Committee. The Safety Coordinator is solely responsible to the Competition Committee for safety recommendations.
Authority to suspend is wider (Appendix D):
| Role | Authority | Scope |
|---|---|---|
| Competition Committee | Suspend, initiate contingency plan, cancel | Competition |
| Safety Committee, Competition Committee Chair, Referee, Safety Officer, Workplace Health and Safety Adviser, SLSA authority CEO or delegate | Suspend | Event or area |
| Area Referee, Sectional Referee, Safety Coordinator | Suspend | Area |
| Other officials | Report safety matters immediately to the Referee or delegate, Safety Coordinator or Safety Officer; may suspend in a catastrophic event and report immediately | Area |
The Referee must be aware at all times of the safety and welfare of everyone involved, and can immediately suspend the competition wholly or in part, referring that decision to the Safety Coordinator and the Competition Committee.
