- Judges: each judge is 16 or older, trained and appointed to officiate at or below a specified level in one or more of singles, pairs, ice dance or synchronized skating. Each judge gives a Grade of Execution (GOE) for every element and marks the three program components.
- Referee: an experienced judge with further training who conducts the event and monitors the performance of the judging panel. The referee applies time, costume and interruption deductions.
- Technical panel: one technical controller and two technical specialists working as a team. They identify the elements, assess levels of difficulty and identify falls and illegal elements. At Club, Invitational or Interclub competitions, a Base Level Technical Official may assist in identifying elements.
- Data specialist: calculates results of sanctioned competitions. On the technical panel the ISU calls this role the Data and Replay Operator.
- Judges mark quality only. Base Values come from the technical panel's calls and the Scale of Values, and each element score is its Base Value plus the panel GOE.
