Rules 21.1 to 21.4 cover team penalty regulations:
- Two at a time. A maximum of two players per team can serve penalties at once. Others go to the penalty bench and serve in the order their penalties were assessed.
- First expired, first out. When a penalty expires, the player whose penalty expired first returns to the ice. A player who has finished but cannot be released because the team is already at its maximum strength stays in the penalty bench until play is stopped.
- Goals cancel Minors. If the team scored against has more penalized players (including delayed penalties) than the team that scored, a Minor penalty may be cancelled. Fully served penalties (Unsportsmanlike Conduct and Major) are never cancelled by a goal.
- Which Minor is cancelled. With one Minor being served, it is cancelled. With two Minors being served, the one with the most time expired is cancelled. Delayed penalties are then assessed.
- Penalty time is playing time. Penalty time is actual playing time, served in the penalty bench, and a player serving a penalty may not be replaced on the ice. Players enter and leave the penalty bench via the ice surface.
- Forfeit. A team must be able to ice at least four players once the game starts, otherwise it forfeits.
