Under ASA Rule 15, every eligible technical official must:
- follow the ethical principles of a technical official;
- be affiliated to a club registered with their ASA province, and hold an ASA permanent licence;
- be registered with the provincial technical officials structure;
- officiate at competitions on the provincial or national calendar; and
- carry accreditation for their status.
| Level | Minimum qualification |
|---|---|
| Club technical official | ASA Level 1 technical official qualification |
| Provincial technical official | ASA Level 2 technical official qualification |
| National technical official | National Athletics Referee qualification |
Provinces must declare that their registered provincial officials are in good standing by 28 February each year, and ASA publishes the list of eligible national and provincial officials on its website by 31 March. Only listed officials may monitor licensing and numbering or be appointed technical delegate. An official in bad standing with their club, province or ASA becomes ineligible, and unregistered or suspended officials who officiate at ASA events can be penalised.
