What do I do when I receive a report?

For a Level 1, 2 or 3 report (or an over-rate report):
- Review it and decide whether the player or support staff member has a case to answer for the offence reported.
- If so, promptly send a Notice of Charge (the report plus Form "Not 1") to the person named and their team manager. For match manipulation, changing the condition of the ball or over-rate offences, the team captain is charged.
- The notice gives three options:
- Admit and accept your proposed sanction (which must be within the range for that level). If the admission reaches you before the hearing starts, no hearing is needed, and the ICC issues a public statement of the offence and sanction.
- Admit but dispute the sanction: it goes to a hearing on sanction.
- Deny the charge: it goes to a full hearing.
A separate report is filed for each offence alleged, but only one report per offence, even if the conduct could fit more than one article.
Level 4 reports go to the ICC General Counsel, not you. The ICC reviews whether the type and level are right; if not, the reporter has 24 hours to revise, proceed or withdraw it. The Notice of Charge then also goes to the CEO of the player's national federation, and any hearing is before a Judicial Commissioner.
