- Match referees
Level 1: no. A match referee's decision on a Level 1 offence is final and can't be appealed.
Level 2, Level 3 and over-rate offences: yes.
- Who can appeal: the player or support staff member found guilty (or the team captain for match manipulation, changing the condition of the ball or over-rate offences), the person who lodged the report, or the ICC Chief Executive (or their designee).
- Deadline: notice of appeal to the ICC General Counsel within 48 hours of receiving your written decision, copied to the CEO of the player's national federation and the person who reported the offence.
- Fee: the appellant pays an appeal fee of US$15,000, refunded if the appeal succeeds (guilt overturned or sanction reduced).
- Within 48 hours, the ICC General Counsel appoints a Judicial Commissioner from the ICC Code of Conduct Commission, normally from a country not involved in the match, to hear the appeal alone. You provide a written statement of the relevant facts, copied to the player.
- Your decision stays in effect while the appeal is heard unless the Judicial Commissioner orders otherwise.
