Under NSWRL Policy 4.15, the ground manager should be a person of maturity (18 years or older) who is visible and alert and aware of activity inside the spectator fence or rope. They should do everything possible to ensure the wellbeing and safety of patrons, have a good knowledge of the crowd and ground control rules and policy that apply, and use the Community Rugby League incident reporting process.
Ground managers must wear an NSWRL Ground Manager Vest at all times while on duty and must not enter the field of play without it, so that referees, team staff, players and spectators can easily identify them.
