SASREA doesn't ban alcohol at stadiums outright. Instead:
- Being drunk can keep you out: an access control officer or peace officer may refuse you entry, or ask you to leave, if you appear to be intoxicated or under the influence of a prohibited substance (s20(6)).
- Liquor is controlled per event: a low-risk event's safety plan must cover control of liquor (s4(10)), and for medium- and high-risk events the planning committee sets measures to control liquor, prohibited substances and tobacco (s16(1)(d)). So what's sold, where and when can differ between events and venues.
- It affects the risk rating: SAPS considers liquor consumption and sales, and their safety impact at similar events, when deciding whether an event is low, medium or high risk (s6(7)(k)).
- Bringing your own: whether you can bring alcohol in depends on the prescribed prohibited or restricted objects and the event's ticket conditions of entry. Breaching either is an offence (s44(1)(l)-(m)).
