Why does the CEBL use Target Score?

The CEBL lists these intentions for Target Score:

• Eliminate or reduce deliberate fouling by the trailing defence.
• Eliminate or reduce stalling by the leading offence.
• Eliminate or reduce rushed or sloppy possessions by the trailing offence.
• Provide greater hope for late comebacks.
• Provide more memorable game-ending moments.
• Eliminate late-game clock controversies and reviews.
