At all times during the 2026 season a club's Primary Roster must include:
- a minimum of three Domestic Under-21 players born January 1, 2005 or later, and
- a maximum of seven International Players.
The Primary Roster must also hold between 20 and 23 players. The league's Under-21 Player Incentive lets Under-21 players count toward the Player Compensation Budget at 50 per cent of their total compensation (see the budget question).
