These are the three groups on a club's Developmental Roster (up to 10 players, roster spots 24 to 33). Players there generally do not count toward the Player Compensation Budget, with some exceptions for Exceptional Young Talents.
- Exceptional Young Talent (maximum 3): lets a club sign up to three additional Under-18 domestic players to Standard Player Contracts outside its 23-player Primary Roster. In 2026, new signings under this designation must be born January 1, 2008 or later.
- Development Player (maximum 4): a Domestic Under-18 player born January 1, 2008 or later on a Development Contract. He keeps his amateur status and can train and play with the amateur team that holds his registration. Each Development Permit, issued by Canada Soccer, allows four appearances for the CPL club. A player may be issued at most two Development Permits in the CPL during the 2026 calendar year.
- CPL-U SPORTS player (maximum 3): a player who keeps his U SPORTS eligibility while earning professional experience. In 2026 these contracts end on August 15 unless extended to the end of the season.
