A goal or behind is signalled only by a goal umpire, and it is recorded only when the field umpire has first signalled "All Clear" (or "Touched All Clear" when the ball was touched by another player before crossing the line) (Law 16.2.1).
If the goal umpire thinks a goal or behind has been scored while the field umpire has let play go on, the goal umpire must tell the field umpire straight away. The field umpire then stops play, signals "All Clear" or "Touched All Clear", and the score is signalled and recorded (Law 16.2.2).
Signals: a goal is two raised index fingers then two waving flags; a behind is one raised index finger then one waving flag (Law 16.3).
