For every event categorised as low risk, the event organiser must (s4(9)):
- Appoint a safety officer for the event.
- Prepare a written safety plan detailing safety, security, crowd management, vehicle parking and emergency medical measures (including participant medical measures under the National Health Act).
- Make sure those measures are actually put in place.
- Inform the local police station of the event details before the event.
The safety plan must include (s4(10)):
- event risk assessment
- event details, including duration
- stadium, venue or route design, safe capacity and other safety certification
- spectator profile and expected attendance
- control of event service providers
- ablution facilities, refuse removal, water and lighting
- control of liquor
- proactive and reactive fire measures
- emergency medical measures
- access and egress control
- safety information announcements
- emergency evacuation procedures, with the action designated people will take in a major incident
You still need stewards and enough safety and security staff (s4(4)), public liability insurance (s25) and to have submitted the event for risk categorisation (s6).
An organiser who is an individual must be at least 21, even for a low-risk event (s4(8)).
