- Members include SAPS, municipal disaster management, the stadium/venue owner, the event organiser, emergency and medical service providers, state security services and the provincial health department, plus the controlling body for high-risk events, and representatives of private security and volunteers.
- The committee prepares an event-specific written safety and security plan, assigns tasks, sets measures (access, parking, accreditation, liquor and prohibited substances, tobacco, vendors, hospitality, ticketing, disability access, exclusion and prohibition notices, restricted objects) and can demarcate designated areas and exclusive commercial zones.
- For high-risk events, the committee must submit the plan to the National Commissioner (SAPS) for written approval at least 60 days before the event.
Venue operations centre (VOC) (s17)
- The stadium/venue owner, or the event organiser for an event along a route, must set up the prescribed VOC, where the whole safety and security operation is coordinated. The committee can approve an alternative, temporary or mobile VOC, or decide one isn't needed.
- The VOC commander must make sure a written VOC contingency and operational plan is prepared and distributed at least 30 days before the event, unless a shorter period is agreed in writing.
High-risk event safety certificate (s11): the organiser must apply to the National Commissioner at least 60 days before the event.
Organisers who are individuals must be at least 21 and have the capacity, resources and event-related experience to organise a medium- or high-risk event (s4(8)).
