No, not while competing. GCR 118 forbids a competitor from consuming alcohol while taking part in an event, or between finishing and the officials deciding any protest or appeal they have lodged. Offenders are excluded from the event and reported to MSA. Action can also be taken against a competitor whose associates cause problems for officials because they are under the influence.
Under GCR 282, the Clerk of the Course, the Stewards or the Chief Medical Officer can order a breathalyser test of any competitor or official. If a test shows any trace of alcohol, a second test is done with a fresh device. Two positive results mean the person takes no further part in the event, with no right of protest. If the second test is negative, a third decides it (best of three).
