Section 5.11 (Failure to Report) says:
- It is a violation for any adult Participant who knew or ought to have known of another Participant's Prohibited Behaviour toward another person to fail to report it. You are not required to report Prohibited Behaviour you were personally subject to.
- If you learn of a Participant's behaviour toward another adult only through an explicitly confidential Disclosure, you are not required to report what you learned that way. If you knew or ought to have known for other reasons, failing to report is still a violation.
- You do not need to decide whether a violation took place. Your responsibility is to report the objective behaviour.
- The obligation is ongoing: you must report, on a timely basis, any further relevant information you become aware of.
- Failing to fulfil any applicable legal Duty to Report (for example, abuse of a person under the age of protection under provincial or territorial law) is also a violation.
A report means giving the information to the independent authority designated by the Adopting Organization. A Disclosure (someone sharing their own experience with you) is not by itself a formal Report.
