From the NFHS protest and appeal process:
How: submit protests about an official's decision in writing to the meet referee. The referee reviews allowable evidence, such as an umpire's written report, then tells the affected coach the decision. Results are revised and announced if needed. Where a jury of appeals is appointed, you can appeal in writing if you believe the referee misapplied or misinterpreted a rule or the terms of competition.
Deadlines:
- misapplication of a rule: within 30 minutes after the event results are announced
- clerical or team scoring errors: up to 48 hours after the meet ends
- an ineligible participant: corrected whenever discovered
- the games committee may set a different deadline in advance
You can't protest:
- judgment calls on alleged rule violations
- finish judge or timer decisions that don't involve misapplying a rule
- whether a start was fair and legal
No video: replay, TV, streaming or spectator footage can't be used. The only exception is official finish line equipment approved by the games committee before competition (3-2-7).
