What do I need to know to coach a 9v9 Under 12 or Under 13 team (school Years 7-8) in England in 2026/27? The format, offside, match length, substitutions, heading, eligibility, league tables, discipline, kit and DBS checks.
Under The FA's FutureFit changes, which took effect from the start of the 2026/27 season, the Standard Code of Rules sets 9v9 as the maximum format for both Under 12 (Year 7) and Under 13 (Year 8). 11v11 now starts at Under 14.
| Age group | Max format |
|---|---|
| Under 10-Under 11 | 7v7 |
| Under 12-Under 13 | 9v9 |
| Under 14 and up | 11v11 |
The FA's Standard Code of Rules (2026/27) changes these rules when players move from 7v7 (Under 10-Under 11) to 9v9 (Under 12-Under 13):
| Rule | 7v7 (U10-U11) | 9v9 (U12-U13) |
|---|---|---|
| Offside | No | Yes |
| Heading | No deliberate heading | Allowed |
| Sideline restart | Pass-in or dribble-in | Throw-in |
| Retreat line | Yes | No |
| Power Play | Optional | No |
| Results and tables | Not published; up to 3 trophy events | League tables allowed |
| Ball | Size 3 | Size 4 |
| Goals | 12ft x 6ft | 16ft x 7ft |
| Max match / day | 50 / 90 minutes | 60 / 120 minutes |
Unchanged: goalkeepers, referees, corners, free kicks, the back-pass rule and rolling substitutes.
The 9v9 laws are The FA's Guide to 9v9 Football, which applies the Laws of the Game except where it says otherwise.
Yes. Offside comes in at Under 12 and applies in all 9v9 and 11v11 football. The FA's 9v9 laws use Law 11 of the Laws of the Game unchanged, so there is no special offside zone or line:
There's no offside in mini-soccer (Under 7-Under 11), so for many Under 12 players this will be new.
| Under 12-Under 13 (9v9) | |
|---|---|
| Maximum per game | 60 minutes (2 x 30) |
| Maximum per player per day | 120 minutes |
| Half-time | Set by the league, no more than 15 minutes; can only be changed with the referee's consent |
From The FA's Standard Code of Rules (2026/27), for Under 12 and Under 13:
| 9v9 | |
|---|---|
| Pitch (without run-off) | Recommended 73 x 46 m; minimum 64 x 37 m, maximum 73 x 46 m |
| Run-off | At least 3 m around the pitch |
| Goals | 16ft x 7ft recommended |
| Ball | Size 4 |
Under The FA's Standard Code of Rules (2026/27):
The FA's best-practice recommendation from Under 8 upwards is equal playing time, with at least 50% for every player.
In matches: yes. Under 12 is the transition point where heading comes back into the game, as players move to secondary school. The deliberate-heading ban (FA Rule O) only covers Under 7 to Under 11.
In training, The FA's heading guidance for Under 12 and Under 13 says heading remains a very low priority:
For comparison, from Under 14 to Under 16 the limit rises to one session a week with up to 10 headers per player.
Under The FA's Standard Code of Rules (2026/27):
Yes. League tables start at Under 12. The ban on publishing results and grading tables only covers Under 7 to Under 11.
Under The FA's Standard Code of Rules:
Promotion, relegation and play-offs are set in each league's own rules.
Sin bins (dissent): used in all grassroots football, including youth. The referee shows a yellow card and points to the touchline. In youth football the player sits out for 8 minutes with your bench and can only come back on at a stoppage; once the time is up you can bring on a substitute instead. A sin bin counts as a caution. If a sin-binned player commits another cautionable offence, it's a second yellow and a red card.
Cautions add up across the season (FA Disciplinary Regulations, 2026/27):
| Cautions reached | By | Automatic suspension |
|---|---|---|
| 5 | 31 December | 1 match |
| 10 | Second Sunday in April | 2 matches |
| 15 | Last day of the season | 3 matches |
| 20 | Any time | Disciplinary Commission |
Sending-offs bring automatic suspensions, for example 1 match for a second caution or denying a goal-scoring chance, 2 for offensive, insulting or abusive language, 3 for serious foul play or violent conduct, and 6 for spitting. Each previous sending-off that season adds a match.
From The FA's Standard Code of Rules and England Football's 9v9 guidance:
Home team provides goal nets, corner flags and at least two size 4 footballs fit for play. Overhead netting is not allowed for affiliated 9v9 matches.
Anyone aged 16 or over in a potentially unsupervised role with under-18s, including grassroots coaches and managers, must hold an FA-accepted DBS Enhanced Criminal Record Check with Children's Barred List.
