Canada Basketball describes the Rule of Two as protecting minor athletes in potentially vulnerable situations by making sure more than one adult is present, so that all interactions and communications are open, observable and justifiable. It applies to closed-door meetings, travel and training environments, among others. Its implementation practices are:
- A coach is never alone and out of sight with a participant unless another screened coach or screened adult (a parent or volunteer) is present.
- Training environments are open to observation.
- A participant riding in a coach's vehicle is accompanied by another adult.
- The gender of participants is considered when selecting screened coaches and volunteers.
- One-to-one electronic messaging is eliminated: communications go to the group and/or include parents.
The Rule of Two is one of three focus areas of the Responsible Coaching Movement, alongside Background Screening and Respect and Ethics Training. Canada Basketball is a Champion of the movement.
