Under USA Youth & High School Rugby's Participation Policy, anyone giving technical or tactical instruction, including assistant coaches, must meet all five requirements:
- Registration: registered in the coaching role, at the correct club, for the current season (through Rugby Xplorer).
- SafeSport: compliant and current.
- Background check: completed and passed every other year.
- Rugby Safety Basics: completed.
- Coaching certification:
- World Rugby Level 1 for anyone coaching contact rugby. Level 2 is for coaches who hold Level 1 and have been coaching for a year or more. Level 3 is for those aiming to coach professionally.
- USA Rugby Non-Contact Coach is enough only for coaching non-contact rugby (rookie, tag or touch).
Each team must have a rostered, certified coach present at every practice, scrimmage, training session and match. Club administrators and rostered coaches may be disciplined if rugby activity goes ahead without one.
National registration fees for coaches: $75 to USA Rugby and $5 to USA Youth & High School Rugby. Your state organization and club may add their own fees.
