Under the SARU Player Status, Player Contracts and Player Movement Regulations, using SA Rugby's Domestic Player Clearance form (October 2026):
- Schedule I: the player completes and signs the application: name and ID number, current and new provincial union and club, contract end date and last match (if a contract player), proposed departure date, and whether they are suspended for more than five weeks. The player also consents under POPIA to their details being shared for the move.
- Schedule II: the current provincial union signs the clearance certificate, then the new provincial union signs it.
- A copy goes to the new province's CEO, the current province keeps a copy, and SARU gets one on demand. For SA Rugby competitions the clearance must also be uploaded and fully processed on Footprint, SA Rugby's central player database.
The player may not be registered or play in any competition or rugby activity in the new province until the current province's CEO (or nominee) has signed the clearance. If a transfer fee was agreed for a contract player, it must also be paid in full first unless the parties agree otherwise.
In SA Rugby provincial competitions a player may be transferred between provinces only once per competition.
