- Any person: a written complaint must be submitted as soon as practicable and no later than 30 days after the alleged incident. (Only complaints about safeguarding children and young people, Section 11, can be made at any time.)
- A club or Club Officer that considers someone has committed a breach in connection with a match must submit a written complaint by 5:00pm on the next business day after the match, or another time the controlling body sets.
The Handbook notes that clubs are held to a higher standard than an ordinary person, who may choose to complain but within the 30 days.
